Symptoms

Transactions which are locator controlled items stuck in the mtl_transactions_interface table with the following error:

STEPS
The issue can be reproduced at will with the following steps:
1. Load transactions which are locator controlled items into mtl_transactions_interface
2. Run transaction manager
3. Rows are stuck with error message as provided.
