Cannot Install ADI - nec80.ins(217): FILE_NOT_FOUND while copying TNSNAMES.ORA (Doc ID 362419.1)

Trying to install ADI on the PC and getting an error:
                         nec80.ins(217): FILE_NOT_FOUND while copying TNSNAMES.ORA

Note ADI Diagnostic Wizard does not get installed.

Steps to Reproduce:
- Start ADI Setup
- Choose Oracle Applications Desktop integrator for Excel 2000/XP/2003
- Choose Install
- Press Yes
- Note: Oracle Installer Opens
- Enter Company Name = ARI
- Accept Home Defaults of:
- Location : c:\orant
- Language : English
- Press OK
- Note: No Products are installed
- Choose to Install: ADI Toolbar and ADI Request Center
- Press install
- Note: starts installing and then after a while an Error Box pops up:
- Error Information:

                nec80.ins(217): FILE_NOT_FOUND while copying TNSNAMES.ORA

- Press close
- Note: window returns to Software Asset Manager and although some products like support files
are installed the above products are not installed

Never been installed yet


Impact on Business:
No one has been able to install ADI on their laptops at this point.
