Schedule Line On Hold Profile Option Not Working When Set To 'No'

Order line is scheduled even though profile option OM: Schedule Line on Hold = No.

Expect when the profile option OM: Schedule Line on Hold is set to No that the order line will not be scheduled.

The issue can be reproduced at will with the following steps:
1.Order Management responsibility
2. Set profile option OM: Schedule Line on Hold to No
3. Orders > Returns > Sales Orders
4.  Enter order and see that line is scheduled

The issue has the following business impact:
Due to this issue, users cannot use the profile option.
