Goal
Is it possible to get the Freight Charge applied through a Manual Modifier at the header Level to be Taxed on the Sales Order Form ?
You are not using the Freight Cost to Charge conversion from Shipping Transaction form.
You are applying Manual Charges at Header and Line Level and are expecting it to be Taxed - right in the Sales Order Form.
