'Service: Profile Default Item Category Set' LOV does not include the Category Sets from Inventory. (Doc ID 364222.1)

When trying to set the 'Service: Default Item Category Set' profile, the LOV is empty and the following error appears even though Category Sets have been set up in Inventory.

The same issue occurs with the profile, 'Knowledge: Default Product Category'.

APP-FND-01436: List of Values cannot find any values for you to choose.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Create a Category Set via Inventory that is associated to the Functional Area, 'Service':
Inventory (R) -> Setup -> Items -> Categories -> Default Category Sets
2. Try to set the Service: Default Item Category Set profile to the Category Set created in Step 1.
3. The Category Set does not appear in the LOV.
