"Redirecting to AppsLocalLogin.jsp for instance" message before Apps 11i Login screen (Doc ID 365147.1)

Taking a long time to get the Apps 11i Login screen, to enter userid and password

Symptoms

When you try to login to the log to the Apps 11i, going to

http://<HOST>:<PORT>

and then clicking on  "Apps Logon Links" >  "E-Business Home Page"

you receive a message like

"Redirecting to AppsLocalLogin.jsp for instance <instance name>"

and it takes some time there, sometimes almost a minute, before displaying the Login screen

If you go directly to

http://<HOST>:<PORT>/OA_HTML/AppsLocalLogin.jsp

it works fine and you get the Login screen right away.
