All Work Items Are Being Assigned To The Default Collector (Doc ID 365318.1)

Symptoms

Work items are being assigned to the default collector instead of the collector assigned to the customer. 

The following settings have been verified:
1.  Profile IEX: Territory Access Level is set to the correct level.
2.  Resource is properly defined and tied to the collector via the Employee Name field in AR\Setup\Collectors screen.
3.  The collector is assigned to the correct level on the Customer\Standard Screen.
