Unable To Launch Discoverer From Partner Portal

Symptoms
Ct has created an item and it calls a function that launches a report in discoverer viewer for
the web (v 4.1.48).
They have tried this a couple of ways:
1. call rundiscover from the function which gives me a 404 error page not found.
2. launching an OA function that launches a sub-function that calls rundiscover which throws an
error specifying the wrong number of type of parameters.
