My Group's Requisitions Result Different from Requisition Summary

Symptoms
Users have set the Security level at Document Type to 'Hierarchy'.
When one views the requisitions from 'My Group's Requisition', all requisitions are displayed.
However, when one views from requisition summary, only requisitions from the same group are displayed.
EXPECTED BEHAVIOR
Security via Hierarchy is enforced.
STEPS
1. Login as Preparer 1 and create a requisition from iProcurement responsibility.
2. Save.
3. Login as Preparer 2 and choose iProcurement responsibility.
4. View Requisition from 'My Group's Requisitions'. All the Requisitions in the system are visible through this link.
5. Choose Purchasing Super User responsibility and view Requisition Summary, My Group's Requisitions are only displayed.
