Users' Passwords Constantly Need To Be Reset

On in Production:
Users constantly have to had their passwords reset even though they have the right passwords and have not tried to log on more than 3 times (the number set for Signon Password Failure Limit option).


The password is invalidated prior to the expected date.

Expect to be able to have the password failure count reset when a password is changed in Security ->User -> Define - FNDSCAUS.fmb.

The issue can be reproduced at will with the following steps:
1. A user will try to logon and be told that their logon is invalid.
2. System Administrator resets the passwords: Security ->User -> Define - FNDSCAUS.fmb.
3. User logs on and changes their password.
4. The next time they try to logon, if they enter their password incorrectly just once, they are told their logon is again invalid.


They are on and they have applied 4083215 FND USER IS END-DATED WHEN THE USER ACCOUNT IS LOCKED.
So they now get INVALID in the FND_USER.user_encrypted_password column rather than end-dated accounts.
