QPXPRMLS Modifier Line Has Null Value For Item Upgrade Field (Doc ID 369018.1)

Symptoms

Find that when creating a promotional modifier, the List of Values (LOV) in the modifier lines has null values for Item Upgrade.

EXPECTED BEHAVIOR
Expect LOV to be populated with values for item upgrade

STEPS
The issue can be reproduced at will with the following steps:
In Oracle Pricing Manager --> Modifiers --> Modifier Setup
1). Select a Promotion modifier.
2). Enter modifier number PROMO2
3). Enter modifier name 'Item Upgrade'
4). Check automatic and active.
5). Level = line.
6). Modifier type = Item Upgrade
7). Pricing Phase = All Lines Adjustment
8). Product Attribute = Item Number
9). Product Attribute Value = 3000-RD
10). Go to Promotion Upgrade Tab.
11). Select Item Upgrade and do a %. The LOV is nill.
