TeleService: Email Options Disabled in Contact Center and Service Request forms

With E-Mail Center fully configured and working properly, it is not possible to send emails from TeleService.

Using Contact Center and choosing from the Tools Menu -> "Open email compose window" it is unable to be selected.
The icons on the top of the forms are also greyed out (disabled).
