Symptoms
Unable to find a particular Person or User through AME "FND User" or "HR People" searches. User and associated person is currently Active
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Attempt to add a person or user to an AME Approval Group
2. Use the "FND User" or "HR People" search
