Price List API Taking Too Long To Process Price List Lines

Symptoms
On 11.5.10.2:
When using the Price List API, it takes too much time to process price list lines.
For example: The API is taking around 27 minutes to process 4 headers and 4900
lines. Running the concurrent program 'Gather Schema Statistics' does not improve
the performance.
The issue can be viewed in the trace file which shows the poorly performing sql
STEPS
1. Create a pl/sql function that calls the Price List API.
2. Compile the function.
2. Attempt to execute the function to load price list headers and lines.
3. Observe poor performance.
