Unable To Assign User-Defined Classification(Category+Code) To An Organisation

This problem can occur on any platform.
User-defined class category does not appear under OCO>Customers>Classifications in order to assign it to an organization.
The issue can be reproduced at will with the following steps:
1. Trading Community Manager or Customers OnLine
2. Administration tab
3. Classifications, create a class category with codes
4. Customers OnLine
6. Organizations, select an organization
7. Press Classifications
8. Can not find the new created class category in the LOV
