Symptoms

If territory is changed for a user through self service preferences to any of the following territories listed below then forms cannot be launched through self service page but the same user can access forms directly through http://host.domain:port/dev60cgi/f60cgi.

STEPS:
The issue can be reproduced at will with the following steps:
1. Login to Applications through self service.
2. Choose a forms responsibility for user.

Following are the few territories supported. (From Metalink Document: 17210.1 Supported NLS character sets, referring the same here for better clarity)

In the above lists, 'character set texts' indicates the character set that in which items are specified for that language. Such text items include dates, names,month names etc. The 'Default character set' indicates the character set if you do not specify a character set in NLS_LANG.

E.g. If NLS_LANG="Japanese", then the character set defaults to 'JA16EUC'.
