Processing Constraints Based On API Validation Templates Does Not Show In LOV

This problem can occur on any platform.
When clicking on LOV to select validation template of type API on the processing constraints at line level it not showing in the LOV.
### Steps to Reproduce ###
Log into OM Super User responsibility.
Navigate to Setup>orders> Rules -- Security -- Processing Constraints
1.Define validation template of type API based on the entity type as 'Order Header'.
2.Navigate to Setup>orders> Rules -- Security -- Processing Constraints
Application: Order Management
Entity: Order Line
Operation = Update
Attribute = Ordered Quantity
User Action = Not Allowed
Group = 1
Scope = Any
Validation Entity = Order Header
Record Set = Order
Go to Validation Entity and try to select an API based Validation Template
The LOV does not show the API based Validation Template .
