This problem can occur on any platform.
Symptoms
When merging existing APPL_TOPs into a single APPL_TOP. Note 233428.1, Section 4.
when trying to run Step 3. Merge existing APPL_TOPs - adpreclone.pl on the
primary node. This is the result:

At least two or more APPL_TOPs of identical platforms should be available to
merge.
Could not create the high water mark manifest...
Please re-run the program to create the manifest required for merging
APPL_TOPs.
