11.5.10 Purchase Orders Not Automatically Created For a Dropship ATO / BOM Item (Doc ID 373511.1)

Goal

An item that is setup for drop ship with ATO and BOM defined, after running Requisition Import the requisition is created but the Purchase Order is not for the new configured item.
So, when using Enhanced Sourcing rules from a quotation, shouldn't the PO get automatically created when sourced from a quotation?

Replication Steps:

Review Item from Master Items ABC123.4 Chair
Main tab: User Item Type: ATO model
Purchasing tab: Purchased, Purchasable, Use Approved Supplier all enabled.
Order tab: Default Shipping Org: Drop Ship
Bill tab: BOM allowed
From Supply Base Review ASL
For Item R1122.5.0, Supplier XXXXX, Status Approved, Global Yes, Owning
Org: Drop Ship there is no BPA or Quote under Attributes

Sourcing Rule is created
Assignment Set is created and tied to Sourcing Rule

Navigate to Order Entry
Created Sales Order #1234567 for ABC123.4 source type External
Saved and Booked Order, then Release Holds

Navigate to Configurator and select the configuration
Goto Progress Order
Goto Worfklow Background Engine and submit process to run (Process Deferred=Yes)

From Order Entry verify the Sales Order was Awaiting Receipt

Ran Requisition Import with Source 'Order Entry'

EXPECTATION: The expectation here is that the Item, Sourcing Rule, Approved Supplier List, Requisition and Purchase Order should be created automatically.

In Master Items we can see configured item is created CHAIR*71192
Navigate to Req Summary and queried by date and saw that Req #22334 was created for the item CHAIR*71192 but there was no associated Purchase Order created.  Looked at the Sourcing Rule and under Assignment Set: KI Assignment set and could see Item and Sourcing Rule but there was no Approved Supplier List created.
