After applying <Patch 3878580> - '1OFF:3635616:JE.F::11.5.8:JENOPTGN.SQL GIVES WRONG OUTPUT WHEN USING NORWEGIAN C' on a Release Instance following error is thrown when the APPS-Tier Processes are started :
Cannot reconnect to gateway Cause: Application Object Library is unable to reconnect to your gateway ORACLE account after you unsuccessfully attempted to sign-on.

The execution of Autoconfig shows following error :
AutoConfig could not successfully execute the following scripts:
Directory: /TEST/app/testcomn/admin/install/TEST_01
adgendbc.sh INSTE8_SETUP 1

java.sql.SQLException: Io exception: The Network Adapter could not establish the connection
Database connection to
(HOST=<Host>.<Domain>)(PORT=<Port>)))(CONNECT_DATA=(SERVICE_NAME=<SID>))) failed ADD call failed with exit code 1
