Symptoms

After applying <Patch 3878580> - '1OFF:3635616:JE.F::11.5.8:JENOPTGN.SQL GIVES WRONG OUTPUT WHEN USING NORWEGIAN C' on a Release 11.5.10.2 Instance following error is thrown when the APPS-Tier Processes are started :

The execution of Autoconfig shows following error :
