Error: The agent Could Not Be Found: WF_CONTROL Post-Clone (Doc ID 374529.1)

Symptoms

Post-clone, the target platform will not launch workflow listeners. An error appears in the
workflow logs, like so:

Failed to establish Java Business Event System control connection: databaseId = TST, ownerName =
null, queueName = null, subscriberName = null, selector = null, exception =
oracle.apps.fnd.wf.bes.BusinessEventException: The agent could not be found: WF_CONTROL,
linkedException = null
Could not start Service Component Container ->
oracle.apps.fnd.cp.gsc.SvcComponentContainerException: BES system could not establish connection
to the control queue after 180 seconds
oracle.apps.fnd.cp.gsc.SvcComponentContainerException: BES system could not establish connection
