FND_ENV_CONTEXT Table Growing Large

Symptoms
FND_ENV_CONTEXT table is very large , over 1.6 million rows.
Purge Concurrent Request and/or Manager Data concurrent program runs every morning, but does not seem to purge from this table. The purge concurrent request is submitted with parameters "ALL", Age "5".
The environment has very old FND and CP source code (FND F and no recent Concurrent Processing Rollup Patch applied)
Current version of afppur.lpc is 115.22
