Partner User Enrolling into a Program Error: "Validation Failed for the Field - Salesperson"

Partner cannot enroll into a Program, getting Validation Failed for the the field - Salesperson.
X Error Validation failed for the field - Salesperson
Steps to Reproduce:
1. Responsibility: Oracle Partner Super User.
2. Click on Program under Available Programs bin.
3. Click on Enroll button.
4. At the Enter Billing Information screen, click Next button.
5. Receive Error.
