'OIE: Enable Policy' profile
Prevent Submission

Symptoms

In spite of 'OIE: Enable Policy' profile being set to "Prevent Submission", the Expense Report can be submitted for approval.

Steps to Recreate:
---------------------
1. Set OIE: Enable Policy profile to "Prevent Submission"
2. Create expense report.
3. On the Final Review page select Submit Expense Report.
4. The report is successfully submitted.
