Symptoms

On 11.5.10.2, the concurrent program 'Purge Concurrent Request/Manager Data' is taking a long time and stopping the Conflict Resolution Manager from processing requests by locking the FND_CONFLICTS_DOMAIN table.  While this request is running, constrained requests queue up against the Conflict Resolution Manager in Pending/Standby mode.

The version with this problem is afppur.lpc 115.28

Upgraded from 11.5.9 to 11.5.10.2 which delivers afppur.lpc 115.28
