Symptoms

When attempting to enter a phone number to an existing contact point in Oracle Customers Online (OCO), the following error is received:
  "The descriptive flexfield with application name Receivables (AR) and name Telephone Number Information  (RA_PHONES_HZ) is not frozen. Please contact your System Administrator."

Steps to reproduce:
-Oracle Customers Online Superuser, Customers tab > Persons subtab
-Query a person party
-Click on Update button
-Click on Contact Points on the left
-Click the Create button under Phone Numbers region
