Latest submitted Forecast does not appear In Shortcut of the Sales Dashboard

Symptoms
The Latest Submitted Forecast bin on the Sales Dashboard does not display the latest Forecast submitted. Instead an error is encountered:
Unable to access Opportunities Status Page in Forms
STEPS
The issue can be reproduced at will with the following steps:
- Responsibility: Sales User
- Sales Dashboard > Forecast
- Save and Submit Forecast
- Return to Sales Dashboard
- The Latest Submitted Forecast Bin shows the above error
