IEX Collections Strategy Workflow Has Transactions In Suspended Status

When viewing the Status Monitor for IEX:Collection Strategy Work Flow, there are numerous workflows for each user in a Suspended status.  Each of these workflows is related to a manual work item assigned to a customer. 

Is this normal and is there anyway to prevent it?
