Symptoms
When attempting apply <Patch 3584462> and upload using OAM which runs concurrent manager job "Patch Information Bundle Upload".

the following error occurs.

Patch advisor upload fails - error: parsing infobundle.xml
APP-FND-01564: ORACLE error 6550 in afpgosr
Cause: afpgosr failed due to ORA-06550: line 1, column 50:
PLS-00201: identifier 'FND_DEBUG.GET_OS_RULES' must be declared
ORA-06550: line 1, column 38:
PL/SQL: Statement ignored.
The SQL statement being executed at the time of the error was: declare ret_val varchar2(500);
begin :ret_val := fnd_debug.get_os_rules(:ctype, :cname, :capplid, :cid, :reqid, :uid,
:resapplid, :respid); end; and was executed from the file &ERRFILE.
