Symptoms
When attempting to add manual modifier, the following error occurs.
ERROR
ORA-04062: signature of package "APPS.ASO_UTILITY_PVT" has been changed

FRM-40735: KEY-COMMIT trigger raised unhandled exception ORA-04062
The issue can be reproduced at will with the following steps:
1. Define a new manual modifier
2. Add an item to the quote
3. Then manually add modifier (Actions -> View adjustments)
The same error can also be seen when trying to create and save new quote.
