EXECUTABLE:GLSTPM - Add/Delete Summary Accounts

Symptoms

When run GLSTPM module: Add/Delete Summary Accounts it fails with the following error:

Steps To Reproduce:
------------------------
1. In General Ledger, Setup/Accounts/Summary
2. Delete an existing summary account, then add it back.
3. When the form is closed, the concurrent process is run.
