Claims Can'T Be Created If Ship To Site Is Inactive (Doc ID 388648.1)

While creating an invoice related claim with an inactive ship to an error occurs:  'SHIP TO site
does not belong to the customer.'  The claim is also not created.

### Steps to Reproduce ###
Receipts -> Receipts -> Apply Screen.
Try to create an Invoice Level Claim
(by setting Reference column to 'Trade Management'), on an Invoice, where the
'Ship To' site is Inactive. Error Message: 'SHIP TO site does not belong to the customer. '
