Unable to Save an Organization to Employee Assignment

Symptoms
On 11.5.10.2 in DEV:
When attempting to modify and save the organization on an assignment or creating an employee or modifying an existing employee assignment, the following error occurs. Only the the Business Group can be chosen.
ERROR
APP-FND-01050: This flexfield cannot be opened because it has no displayed segments. Please
contact your system administrator.
Modify your flexfield definition to display one or more segments. This may also be caused by
incorrect use of the DISPLAY= token to the flexfield user exits in the form. In that case, please
contact your support representative.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. People>Enter and Maintain>Find employee
2. Click assignment
3. Change organization
