Intermittent Performance Problems Logging Into The System when using NFS mounted disk

On 11.5.10 in Production:
Find after a random period of time after starting Apache, users will start to get very poor
performance when accessing web based Applications. Forms based applications still perform well
during this time period
When the problem occurs, it has been noted that many httpd processes have status of "D"
(uninterruptible wait) This can be seen using the operating system command "ps -el | grep D" and
would output something similar to that listed below:
1 D 502 1870 1768 0 76 0 - 6704 - ? 00:00:04 httpd
1 D 502 1903 1768 0 75 0 - 5284 - ? 00:00:03 httpd
1 D 502 1935 1768 0 76 0 - 5824 - ? 00:00:04 httpd
1 D 502 1942 1768 0 76 0 - 5479 - ? 00:00:03 httpd
Normal service is not restored until bouncing apache.
Expect performance to be consistently good
The issue can be reproduced at will with the following steps:
1. Start Apache
2. After a random period of time all users will report performance issues
The issue has the following business impact:
Due to this issue, users cannot successfully utilise the EBiz system.
Verified the issue by onsite Oracle Consultant who observed the slow responsiveness.
