Unable To Initiate Change Request In Iprocurement For Multiple Requisition Lines Grouped On One Purchase Order Line (Doc ID 390442.1)

Symptoms

When attempting to change a requisition in iProcurement with multiple lines summarized on one purchase order line
the following error occurs:

Error Message
Error - Change request cannot be initiated for this requisition since none of
the associated purchase orders are eligible for change.

Expected Behavior
The message should not show up and the change request page should open.

Steps To Reproduce
The issue can be reproduced at will with the following steps:
1. Create a requisition in iProcurement with two lines
2. Autocreate Purchase Order:
Line 1 and 2 from Requisition are autocreated on one Purchase Order line with two distributions

Business Impact
The issue has the following business impact:
Due to this issue, a multi-line requisition that is autocreated to one purchase order line can not be changed.
