Symptoms

On 11.5.10 in Production:

When attempting to run the Import shipping locations program for more than 1 instance, the following error occurs. 
Initially had patch 4616860 applied as this was a known issue.
However, the Import Shipping Locations Program continued to fail with Error in WSH_GEOCODING.Get_Lat_Long_and_TimeZone.

STEPS
The issue can be reproduced at will with the following steps:
1.Using the OM Superuser Responsibility, navigate to Shipping> Interfaces>Import Shipping Locations...use the following parameters:
Map Regions: Yes
Location Type: Both
Number of Instances: 5
Start Date: {blank}
End Date: {blank}

2. Run programs but a few of the child processes fail with error


BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot successfully import the shipping locations.
