PO: Workflow Processing Mode Is Set To Background But Purchase Order Approval Works As If In Online Mode (Doc ID 391772.1)

Symptoms

On 11.5.10 find that for Purchase Orders (PO) only (not Requisitions) when using PO: Workflow Processing Mode profile = Background, the PO Approval workflow does not wait for the background process and continues just as if using Online mode.

EXPECTED BEHAVIOR
Expect the workflow to get Deferred until the Workflow Background Process runs for the PO Approval Item Type.

STEPS
The issue can be reproduced at will with the following steps:
1. Set PO: Workflow Processing Mode profile = Background
2. Create and Approve a PO
3. PO is approved as if using online mode


Issue can be seen in the following excerpt from the wfstat.sql script output :
