Incorrect Allocation Of Gross Weight Due To Rounding Issue In Planning Logic (Doc ID 391880.1)

-- Problem Statement:
On 5.0 in Test: When planning Order Releases, number of shipment equipments on the shipment built
is more than desired ( 3 Shipment equipments selected instead of 2)

Expect only 2 Shipment equipments are selected since that is optimal

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Set up Equipment groups with 27.7 MTON as capacity and 21.7 MTON as capacity
2. Add them to a Equipment Group Profile and use it on the itinerary
3. Set the Rate record in such a way it charges some amount for each Shipment Equipment
4. Then create two order releases, one with 44.32 MTON as total weight and 11.08 MTON as total
5. Select these two order releases and plan them with Direct option.
6. Review the shipment built and note the number of shipment equipments selected

-- Business Impact:
The issue has the following business impact: Due to this issue, planning is not cost efficient

Verified the issue referencing data collected records as noted below.
Verified the issue on the client system using the Steps to replicate section in the SR
Steps to replicate:
- Select OR ids: 0145601-004 and 0145601-008
- Actions > Create Buy Shipment > Direct. Shipment is built.
- Use Smartlink to view Related Buy Shipments.
- Mark the shipment > View. Result: shipment is built with 3 S Equipment ids
with the total weights of 27.7 (equipment group id CONT 20FT UPG), 26.31
(equipment group id CONT 20FT UPG) and 1.39 (equipment group id CONT 20FT STD)

Expected result: The shipment should have been built with 2 S Equipment ids
with the total weights of 27.7 and 27.7 and the equipment group id CONT 20FT
UPG for each.

The equipment group id CONT 20FT UPG has the weight capacity of 27.7. The order
releases have the gross weights 11.08 and 44.32 MT that gives a total of 55.4
MT. This total volume should be split in two equipment groups CONT 20FT UPG of
27.7 MT each. When GC3 is creating the shipment, it is using one equipment
group id CONT 20FT UPG with 27.7 and not allocating the remaining gross weight
into one equipment group id CONT 20FT UPG, but splitting it in two equip
