PAIGEN: Rejection Reason Abnormal Termination, cursor=89 code=-1458: ORA-01458: invalid length inside variable character string (Doc ID 392169.1)

Symptoms

Unable to generate invoice using PAIGEN_SINGLE PRC: Generate Draft Invoices for a Single Project.  The user entered a  markup on a project, recosted and ran revenue on items. Now when they run the PRC: Generate Draft Invoice process, it ends with an error in the log file:

rejection_reason ABNORMAL TERMINATION
...Inserting header for invoice # 24

Single project having issue:
-Entered Mark Up for Consultant expenditure type
-Flagged all items with that expenditure type (all were previously billed) to
recalculate cost and revenue 
 -Ran Cost and Revenue
-Tried to run draft – Error
-It should have created a credit for the old amount to allow item to be billed at the new
marked up amount

Two errors in Log File:
1. CM Invoice Number = 0
...Inserting the header.
