Empty Smart Link Screen In Charter Voyage (Doc ID 392633.1)

This problem can occur on any platform.

Symptoms

-- Problem Statement:
On 5.5 in Test:Smart link in the stowage section of the charter voyage returns an empty screen

EXPECTED BEHAVIOR
Expect smart link items to appear

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Select a Charter voyage
2. Then select actions - View Buy Voyage by Stowage Mode
3. Scroll down to the stowage section, click on Smart Link, shows empty screen

-- Business Impact:
The issue has the following business impact:
Due to this issue, users cannot access smart links

Verified the issue referencing data collected records as noted below.
Set up a Test case and replicated the issue on an internal instance
1.Go to Transportation Planning and Execution - Schedule Management - Charter Voyage and search
for a Charter Voyage. Select the Charter Voyage - DOUG_VOYAGE_20040922 and select Actions - View
Buy Voyage by Stowage Mode In the resulting screen, scroll down to the stowage section and click
on smart link next to the Consol ID. The Smart link is empty.
On 5.0 this is working fine
Verified the issue as noted below:
Set up a test case on an internal instance and replicated the issue
