Symptoms

-- Problem Statement:
On 5.5 : When attempting to plan shipments with the carrier commitment planning parameter,
the following error occurs:

ERROR
java.lang.NoClassDefFoundError

java.lang.NoClassDefFoundError
at glog.optimization.mip.DashSolver.initializeLicense(DashSolver.java:48)

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Select an Order Release and click on actions, Create Buy Shipment - Bulk Plan
2. Make sure that the planning parameter, Carrier commitment is switched on
3. The error message, java.lang.NoClassDefFoundError

The issue has the following business impact:
Due to this issue, users cannot build shipments
