Fund Available Inquiry Summary Account Does Not Match Detail Accounts

Symptoms
While doing a funds check inquiry, discovered the budget balance in the budget column of the summary account form does not match the column in the detail account form.
You can reproduce the issue at will by creating a new detail account, do some transactions on it and check the balance of the summary which does not match with the sum of the balances of the detail accounts.
