Symptoms

On 11.5.10.2 in Production:
When attempting to Receive Drop Ship POs that were entered prior to upgrade, the following error occurs.

ERROR
RVTII-060: Subroutine INV_TXN_MANAGER_PUB.process_Transactions() returned error
Cause: Subroutine INV_TXN_MANAGER_PUB.process_Transactions() returned an internal error.
Action: Note this error number and the actions you a Concurrent program RVCTP returned error

Concurrent Manager encountered an error while attempting to start your immediate concurrent program RVCTP. Routine &ROUTINE received a return code of failure.

STEPS
The issue can be reproduced at will with the following steps:
1. PO Responsibility
2. Receiving-> Receipts
3. Enter PO Number, Quantity to Receive and Sub-Inventory.
4. Save the transaction.
5. Receiving Transaction Processor is launched in the background and completes with ERROR.


BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot receive drop ship orders so they cannot invoice customer.
