Unable to Create a Service Contract in an Operating Unit that does not use Tax

On 11.5.10 in Production:
When attempting to author a contract in an Operating Unit that does not use Tax, the following errors occur when attempting to save a Covered Product sub-line:
Invalid unit of measure code (1/4)
Invalid unit of measure code (2/4)
Invalid unit of measure code (3/4)
Unable to find a tax code for the transaction.
Please ensure that you have defined an active Tax Code for the Customer Site, Customer, or
Inventory item and that the tax code hierarchy in the System Options window enables the use of a
tax code at that level. If tax codes are not defined at any of these levels, you need to manually
enter a tax code.
