XML Publisher Cannot Upload XLIFF Translation File Which Contains French Characters (Doc ID 393558.1)

Symptoms

On 11.5.10.2 XML Publisher Administrator attempting to upload an XLIFF translation file containing French Canadian (FRC) special characters to a template fails with the following error:

ERROR
"The uploaded translation file is invalid. It should specify a valid target
language and territory. Please verify that the file is in the correct format"

STEPS
The issue can be reproduced at will with the following steps:

1. Log into Applications, select XML Publisher Administrator.
2. Navigate to Templates.
3. For an existing template: View Template.
4. Click Export translation and save file to your local machine.
5. Edit the file Change the language to fr-ca and replace some of the target
text with the french characters ex:

<trans-unit id="ac893bdc" maxbytes="4000" maxwidth="35"
size-unit="char" translate="yes">
<source>Invoice Number</source>
<target>Numéro Facture</target>
<note>Text located: body/table</note>
</trans-unit>
5. In XML Publisher Administrator->Templates using the same template, click on "Upload Translations" browse for your file and click "Apply".
6. Get error on screen:
"The uploaded translation file is invalid. It should specify a valid target
language and territory. Please verify that the file is in the correct format".
