OAM Generic Collection Service shows State: The target node/queue unavailable

Symptoms
On Multi-node instance, the OAM Generic Collection Service won't start on the Web/Forms tier.
It shows State "The target node/queue unavailable" in the System Activity page of the Oracle Applications Manager.
On the other hand on the Cocncurrent/Admin node the OAM Generic Collection Service is showing State: Deactivated .
STEPS:
Navigating to:
OAM -> Site Map -> Application Services - Generic Services -> Select OAM
Generic Collection Service - View Details.
This shows two choices OAM GCS (Apps Server Name) and OAM GCS (DB Server Name).
Apps tier(Web/Forms) choice shows: "Target node/queue unavailable and DB tier choice shows target as DB Server Name.
