Creation of UI results in ORA-04063 (Doc ID 394174.1)

On Configurator build, when attempting to generate a user interface(UI) in Oracle Configurator Developer,
the following error occurs.

oracle.apps.fnd.framework.OAException: java.sql.SQLException:

ORA-04068: existing state of packages has been discarded
ORA-04063: package body "APPS.CZ_UIOA_PVT" has errors
ORA-06508: PL/SQL: could not find program unit being called
ORA-06512: at line 1

The issue can be reproduced at will with the following steps:
1. Oracle Configurator Developer
2. Configurator Developer
3. Select Model
4. Click 'Edit'
5. Click 'User Interface' tab
6. Supply a name for the UI
7. Select a master template from the LOV
8. hit 'Apply'
