Goal

Organization Level security was implemented in release 11.5.10 for Service Contracts.  This feature allows users to create
contracts for individual organizations and also prevent users from other organizations from viewing or updating these contracts.

There is a limitation in release 11.5.10.  Users sometimes have access to multiple organizations.  When this occurs, the user
must change responsibilities in order to create contracts for a desired organization.  This occurs because the Vendor name
in the Service Contracts Authoring form cannot be changed when creating a contract.

This limitation no longer exists in release 12.  Follow these steps to allow users to create contracts for different
organizations from a single responsibility:
