FND_STATS Concurrent Program Does Not Pick Up Properly Registered Custom Schemas

Symptoms
Apparently Properly CUSTOM registered schemas were NOT picked up for statistics gathering at all.
Custom schemas have been registered in 11i through SYSADMIN->Security->ORACLE->Register form. This creates entries for custom applications in FND_ORACLE_USERID.
The custom applications have also been properly defined in Register Applications Screen through System Administrator responsibility. This creates entries for custom applications in FND_APPLICATIONS_TL.
It's verified by running bde_last_analyzed.sql script from <Note:163208.1> that the Custom defined schemas were not picked up for gathering statistics.
