How does one have a Learning Administrator's administration rights secured so that only administrators from certain organizations can update catalog objects, but also have those objects available for public enrollments?
(Selecting the Secure check box restricts which users can update it, but it overrides learner access granted to any learner outside the sponsoring organization.)
